Fleet procurement is the acquisition of goods or services used in the operation of a fleet, and is often much more involved than simply negotiating a price which is fixed for a couple of years.
There are many elements, most of them variable, which makes this part of fleet management a complex exercise, requiring expertise and insight.
For example, when it comes to procuring vehicles there are a lot of moving parts such as manufacturer prices, residual values and the cost of money, and sometimes what an organisation gets quoted when they do a deal can be different when it starts to order.
When a service is procured, they need ongoing monitoring and regular reviews with suppliers to ensure the service received is as agreed when the deal is signed.

Fleet procurement is not the cut and dried process such as used to purchase paperclips, where a buyer negotiates a price and gets it fixed or a couple of years.
