A new vehicle tender framework agreement, which estimates the value of potential contracts on offer over its four-year life to be between £1 billion and £2 billion, is about to be launched.

The Buying Solutions’ Vehicle Lease agreement replaces the existing framework, which was transferred to Buying Solutions from NHS PASA as part of its integration in 2009, and the Ministry of Defence White Fleet framework.

Providing contract hire and lease vehicles, as well as fleet management services, to public sector fleets, it offers a set of pre-tendered contracts with a range of suppliers from which they can purchase goods and services with ease.

The new framework agreement will have an increased scope of vehicles, which will include: motorcycles; passenger vehicles; 4x4s; mini buses; commercial vehicles; buses and coaches; and heavy commercial vehicles.

“It will provide an efficient, value for money route to market for any public sector organisation with a requirement for vehicle leasing,” explained a Buying Solutions spokesman.

The law states that all public sector organisations are required to go through a full European tender process, known as the Official Journal of the European Union (OJEU), if they wish to purchase goods or services over the current threshold value either in one transaction or over a period of time.

Undertaking the OJEU process can be both costly and time consuming. But by using a framework agreement or other procurement arrangement, the public sector can bypass OJEU for the procurement of many goods and services.
