Vehicle manufacturers are “ignoring” agreed vehicle discounts and “refusing” to honour price protection pledges made to fleets, according to the Association of Fleet Professionals (AFP).
It claims that manufacturer-fleet relationships are being damaged by substantial price increases and discount rollbacks on new cars and vans.
Some fleets, it says, have reported price increases affecting more than 80 different models on their choice lists during the last year, in some instances exceeding £10,000.
Paul Hollick, AFP chair, said: “The subject of very long lead times on new vehicles has been widely discussed in the fleet sector. What has received less attention are the price increases that are also occurring.
“Clearly, we are living through a time when there is substantial upwards pressure on prices generally and we understand the many reasons why this is happening, but some manufacturers are leaving fleets essentially unsupported, ignoring existing discount agreements and refusing to honour price protection pledges.
“Experienced fleet managers are telling us they’ve never seen prices move up so quickly, in many cases faster than they can easily track in order to keep their choice lists up to date.”
The AFP says that it is creating a situation where, if a fleet manages to get a confirmed order for a vehicle, there is no guarantee it will receive it because a cancellation remains likely and, even if it does arrive after 9-12 months, there is a strong chance that the price will have risen markedly.
“Fleet managers want to continue to nurture sustainable long-term business partnerships but this behaviour, by some manufacturers, is undeniably damaging for future relationships,” continued Hollick.
“The impact of continually changing prices on choice lists creates an ongoing headache and, of course, brings the strong possibility that an employer will no longer be able to bear the cost of a car that a driver has already chosen and ordered.”
If an existing vehicle goes up by a few hundred pounds, that will probably be absorbed but Hollick says the AFP is seeing increases running into thousands of pounds and, which potentially creates a much more difficult situation.
Hollick explained: “We’d like to see pricing held for agreed periods of time by manufacturers and, once an order is placed, for that price to be honoured.
“This seems the least that should be done in order to help preserve existing connections with fleets.
“Treating prices as something that be increased substantially without discussion is no way to treat major, long-term vehicle buyers.”
Concerns over pricing comes after new data from the Society of Motor Manufacturers and Traders (SMMT) shows that carmakers are prioritising private consumers over fleet customers as they struggle to fulfil orders for new cars due to ongoing shortages of essential components.
Private registrations have increased by 4.7% in the first half of 2022, compared with last year. However, core fleet registrations – classified as ‘leasing/contract hire and fleet other’ by the SMMT – fell by 13.6%.

The car pricing issue is a significant problem. Car manufacturers are a bit stuck though, as why would they offer a product in short supply to fleets at a sometimes substantial discount, when they can sell the same vehicle to the public at full price? Fleet discounts will return, when vehicle manufacturers are able to produce more vehicles than there is demand. Until then we are stuck with this situation. In most cases I have found vehicle manufacturers have still been giving discount, the discounts are reduced, and now we are into new territory, where a vehicle might be ordered, but production is delayed into a new model year, and discounts are not valid when that happens. The solution for fleets that can, is to extend the current vehicles for an additional year or so. If the vehicle safety and reliability isn’t too compromised. And in terms of choice lists, those are now a list of vehicles we know are available, and not the list of choice we want to offer our employees. Unfortunately there isn’t much point in a good choice list if most of the vehicles are unavailable or substantially delayed.
