Returning cars keys through the post may be unsafe and would mean a non-essential trip to the post office. Keys should be available for staff to move the vehicle in an emergency and also to run the engine once a week. It would be better to allow furloughed staff to send a photograph of their mileage at the start of furlough and again at the end of furlough.
