THE first cracks in London's congestion charging scheme have started to appear as a Government minister backed the concept of an employer paying the congestion fee for its employees.
Stephen Timms, minister for schools, said: 'The School Teachers' Pay and Conditions document already allows schools and Local Education Authorities to make payments to teachers for travel expenses incurred in connection with their journey to and from work.'
